Veterans Health Affairs, Network Contracting Office 5, is issuing this sources sought notice in order to identify sources that have the resources and capabilities to provide D&I Training & Assessment Licenses.

D&I Training & Assessment Licenses
In support of the Veterans Crisis Line (VCL)
Data & Information (D&I) Program Office
Introduction
The Department of Veterans Affairs (VA) Veteran s Healthcare Administration (VHA) has determined that a data analytics / science training and assessment platform is required by the Veterans Crisis Line (VCL) Data & Information (D&I) program office. A total of forty (40) D&I staff members requires this training and assessment access to ensure continued fluency on industry best practices for data analytics / science. An estimated additional forty (40) staff members may require this training over the course of the next five years, to be determined at a later date.
Objectives

D&I requires industry expertise in the data analytics and science training field via a contractor that provides an assessment platform. Licenses for the enterprise employees shall provide services that:

Help VCL achieve optimal performance by providing access to trainings on industry standard data analytics / science tools needed by the D&I program office to meet the analysis needs of VCL stakeholders.
Assess the skill level of VCL staff in data analytics / science tools.
Provide relevant insights into industry trends.
Deliver analytical views of training and assessment results and utilization.

Industry expertise and licenses shall provide D&I training and assessments that will enhance the following competencies:

Data
Tools
Literacy
Fluency
Trends
Maturity
Storytelling
Transformation
Project Management
Business strategy
Open-source tools and techniques
Industry insights

Industry expertise and licenses shall provide services to improve the quality of Veteran care by providing access to current, modernized data analytics / science training and assessments which is critical to improve the knowledge and skills of D&I staff. This increase in knowledge is translated to improvements in informed decision-making by leadership, resulting in improved quality of care to Veterans, beneficiaries, and taxpayers.

General Information

For each period of performance listed below, VA requires forty (40) enterprise licenses for VA employees with an option to purchase up to an estimated additional forty (40) licenses.

Should a VA employee depart VA during the 12-month term of their license, the vacated license will remain part of the overall VA Enterprise license for immediate and future use/assignment to another enterprise employee.

VA also desires industry-standard / industry-recognized certification(s) in the field of data analytics/science. Certifications shall be earned and assigned at the individual level; therefore, once assigned, the certifications are non-transferable. Thus, when an individual departs VA, the certification shall remain with the individual. Further, the license that remains with the enterprise may be assigned to another enterprise member, as noted above, who shall also be afforded the opportunity to earn certification.

VA desires the industry standard length of certification, which is understood to be twenty-four (24) months from the date the certification is earned/issued.

The additional/optional licenses, if purchased in any amount throughout the period of performance described below, shall be provided at a pro-rated price. Pro-ration is defined as the per-license price for the applicable Period of Performance (POP) divided by 12 times the number of full months remaining in that POP.
Deliverables shall be as follows:

Provide staff data analytics/science licenses for forty (40) VA personnel

Provide staff data analytics/science licenses for up to eighty (80) VA personnel (OPTIONAL)

The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.).
