STATE OF VERMONT AGENCY OF HUMAN SERVICES DEPARTMENT OF MENTAL HEALTH REQUEST FOR PROPOSALS Cultural & Linguistic Competence Training and Consultation for Children’s Health Integration, Linkage and Detection (CHILD) Project RFP61 INTRODUCTION The Department of Mental Health Children’s Division is requesting proposals for cultural and linguistic competency training and consultation related to the Children’s Health Integration Linkage and Detection (CHILD) grant which seeks to promote the integration of primary and behavioral health care for children and youth with or at risk for serious emotional disturbance (SED). REQUIREMENTS FOR SUBMISSION Proposals must be received no later than at 4:30 pm EST Friday, September 21, 2020 Please provide an electronic copy of the proposal to: Jennifer Rowell, DMH Administrator BRIEF DESCRIPTION OF THE ORGANIZATION The Department of Mental Health (DMH) is the state mental health authority for public mental health policy, programs, and services. DMH is statutorily responsible for providing services to adults who have a severe and persistent mental illness and children experiencing severe emotional disturbance. DMH also strives to address the mental health needs of all Vermonters. Additionally, DMH is responsible for the integration and coordination of these programs and services with those offered by other departments of the state, its political subdivisions, and private agencies in order to provide a flexible and comprehensive system of mental health services to those in need. SCOPE OF SERVICES REQUESTED The Department of Mental Health is entering its 4th year of a 5-year federally funded project Promoting Integration of Primary and Behavioral Health Care, known in Vermont as the Children’s Health Integration, Linkage and Detection (CHILD) grant. This program supports a transformative process that develops and implements integrated physical and mental health services to improve the overall wellness and physical health status of children with, or at risk of a serious emotional disturbance (SED). Integration takes place between a pediatric primary care practice (PCP; could be a Federally Qualified Health Center) and Designated Mental Health Agency (DA) in 5 provider sites within four (4) pilot communities. Grant activities include primary care, mental health clinical services, health coaching, wellness, health promotion, and prevention activities, and relationship building. Lessons learned will inform state policy efforts and systems building. Provider sites are expected to adhere to the Principal Culturally and Linguistically Appropriate Services (CLAS) Standard in Health and Health Care: DMH is committed to ensure that our mental health system of care is one that promotes equality and cultural competence; to actively engage with staff and our community partners to advance a more socially just and equitable society; as well as to address disparities in mental health and to advocate for equitable mental health services for all. This RFP is seeking an entity to provide cultural and linguistic competency training and consultation to the CHILD project provider sites. The proposal will include activities and consultation related to: 1. Review and evaluate providers’ cultural & linguistic competence self-assessment and plan for meeting Culturally and Linguistically Appropriate Services (CLAS) standards 2. Provide up to six hours of consultation per site on CLAS standards implementation 3. Provide up to five (5) cultural & linguistic competence/ Intro to CLAS trainings through virtual platform for CHILD provider sites and any interested pediatric PCP and DA in Vermont. Collect & report evaluative feedback. 4. Facilitate periodic input to CHILD grant coordinator and evaluator on health disparities as it relates to grant workforce development, service delivery, and evaluation activities by people representing the racial, ethnic, and other culturally diverse populations in Vermont communities. 5. Provide consultation with project evaluator upon evaluator’s request, up to 2 hrs/month.
